The Mountain Rail Transit Poverty Alleviation Project from Dujiangyan to Siguniang Mountain (project name) has been approved for construction by the Sichuan Provincial Development and Reform Commission (name of the Project examination, approval, or filing authority) with CFGZCH[2018]No. 1458, CFGJC[2019]No. 69 and CFGJC[2020]No. 490 (approval name and serial number). The Project owner is Sichuan Dujin Mountain Rail Transit Co., Ltd., and the construction fund is self-raised by the enterprise (fund source), with a capital contribution ratio of 100%. The host is Sichuan Dujin Mountain Rail Transit Co., Ltd., and the conceptual scheme 雪缘园官网 of the ground and elevated station buildings of the Project now opens for solicitation.

1.項目建設地點：成都市、阿壩藏族羌族自治州。
1. Project construction site: Chengdu City, Aba Tibetan and Qiang Autonomous Prefecture.
2.項目建設規模：本項目擬設起點於成灌高鐵都江堰站附近，經虹口、龍池、映秀、耿達、臥龍、止於阿壩州小金縣四姑娘山鎮。線路正線長約爲124.53km，新建橋樑34013米/26座，橋樑佔正線線路長度的27.3%。新建隧道88642米/26座，佔正線線路長度的71.18%。全線新建車站11座（都江堰、永豐、蒲陽、虹口、龍池、映秀、耿達、臥龍、鄧生溝、巴朗山、四姑娘山站），車輛基地1座。擬採取最高設計行車速度120km/h、軌距爲1000mm的雙線米軌方案。
2. Project construction scale: Planned to start near Dujiangyan Station of Chengdu-Dujiangyan High-speed Railway, the Project passes through Hongkou, Longchi, Yingxiu, Gengda, Wolong, and ends at Siguniangshan Town, Xiaojin County, Aba Prefecture. The main track of the line spans a distance of 124.53 km, with 34,013 m/26 new bridges, and the bridges account for 27.3% of the length of the main track. 26 new tunnels of 88,642 m will be built, accounting for 71.18% of the length of the main track. 11 new stations (Dujiangyan, Yongfeng, Puyang, Hongkou, Longchi, Yingxiu, Gengda, Wolong, Dengshenggou, Balang Mountain and Siguniang Mountain stations) and one rolling stock base will be newly built along the line. It is proposed to adopt a two-line meter gauge scheme with a maximum 雪缘园官网 speed of 120 km/h and a gauge of 1,000 mm.

三、應徵人資格要求
III. Applicant qualification requirement
1.資質要求：應徵單位應具有獨立法人資格。如爲中國境內設計單位，須具有建築行業（建築工程）乙級及以上工程設計資質。如爲中國境外（包括國外及港澳臺地區）設計單位，應當按照中華人民共和國有關法律、法規辦理相應的市場準入手續。
1. Qualification requirements: The applicant unit must have independent legal person qualification. If the applicant is a domestic 雪缘园官网 unit, it must possess the Grade B or above qualification for engineering 雪缘园官网 in the construction industry (construction engineering). If the applicant is a 雪缘园官网 unit outside of China (including foreign countries and Hong Kong, Macao and Taiwan regions), it should go through the corresponding market access procedures in accordance with the relevant laws and regulations of the People's Republic of China.

應徵文件遞交的截止時間：2022年6月30日9時30分（北京時間），遞交地點爲：四川蜀道新制式軌道集團有限責任公司本項目開選室（四川省成都市錦江區三色路163號銀海芯座B座20層），方案現場介紹和說明7月1日14時進行（提前準備PPT），介紹時間控制在10分鐘以內。逾期送達或者未送達指定地點或者不按照雪缘园官网文件要求密封的應徵文件，雪缘园官网人將予以拒收。

五、雪缘园官网費用支付
V. Payment of solicitation fees
1.本項目地面及高架車站站房方案雪缘园官网分爲兩階段雪缘园官网，第一階段評選不超過6名應徵人入圍進行方案深化設計，第二階段針對深化的方案設計評選出1~3名。
1. The scheme for ground and elevated station buildings of the Project is solicited in two stages. In the first stage, no more than six applicants will be shortlisted for the in-depth 雪缘园官网 of the scheme, and in the second stage, one to three applicants will be selected as winners for the in-depth scheme 雪缘园官网.
2.第一階段按綜合得分由高到低綜合合得分75分以上的前六名爲第一階段中選候選人，參與第二階段的深化設計；不足六名按實際情況確定；不足3名得分75分以上的應徵人時，不推薦中選候選人。第一階段入圍的應徵人，只有在第二階段按照雪缘园官网人要求遞交了方案文件時，才能獲得此費用。

In the first stage, the top six applicants with a comprehensive score over 75 points from high to low are the candidates which are selected in the first stage and will participate in the in-depth 雪缘园官网 in the second stage; if there are less than six qualified applicants, they will be determined according to the reality; if there are less than three applicants with a comprehensive score over 75 points, no selected candidate will be recommended. 3.第二階段針對入圍的應徵人的深化方案設計評選出1~3名，第一名酬金180萬元，第二名酬金80萬元，第三名酬金50萬元（酬金均不包含第一階段入圍獎30萬元），第一名作爲中選人完成深化設計，全過程配合結構設計單位完成站房設計（不另外支付費用），第二名、第三名按照雪缘园官网人要求配合好第一名開展工作（不另外支付費用）。
3. In the second stage, one to three winners among shortlisted applicants will be selected for the in-depth scheme 雪缘园官网. The first-place winner will gain 1.8 million yuan, the second-place winner will acquire 800,000 yuan, and the third-place winner will receive 500,000 yuan. (This compensation does not include 300,000 yuan for the shortlisted applicants in the first stage.) The first-place winner, as the selected agency, will complete the in-depth 雪缘园官网 and cooperate with the structural 雪缘园官网 unit to complete the station building 雪缘园官网 throughout the entire process (with no additional fee paid). The second-place and third-place winners should cooperate with the first-place winner in work as required by the host (with no additional fee paid).
4.雪缘园官网人在後續對中選設計方案進行最終優化設計時，可能部分採用應徵人所提交的設計方案、設計理念、設計元素等方案相關內容，應徵人響應本雪缘园官网文件即視爲同意並認可雪缘园官网人使用己方所提交方案設計文件；且應徵人應無條件同意並保證雪缘园官网人免受第三方關於侵犯設計權、專利權、商標權或其它知識產權的指控、起訴、索賠或投訴等任何權利主張；任何第三方如果提出侵權指控、起訴、索賠或投訴等權利主張，該應徵人應與第三方交涉並承擔可能發生的一切法律責任以及造成的後果和費用，並賠償雪缘园官网人的一切相關損失。
4. The applicant’s response to the solicitation s is deemed as permitting and acknowledging the host to use scheme 雪缘园官网 s submitted by them; and the applicant must unconditionally agree and guarantee that the host will be exempted from allegations, lawsuits, proceedings, complaints or other claim for rights of any infringement on 雪缘园官网 rights, patent rights and trademark rights or other intellectual property rights by any third party; if any third party files any infringement allegation, lawsuit, proceedings, complaints or other claims for rights, the applicant should negotiate with the third party and bear all possible legal responsibilities, consequences and expenses that may incur and compensate the host for any related losses.
5.方案服務費均爲含增值稅含稅價，在支付費用之前，應徵人都應向雪缘园官网人提供增值稅專用發票。
